Use of Force
The 2010 sentencing of ex-BART Police Officer Johannes Mehserle for fatally shooting an unarmed train rider inflamed the debate over use of force, a debate almost as old as law enforcement itself and one that remains extremely divisive among the police community, lawmakers and the public. Yet studies over the years have failed to yield a single, accepted definition of the term or a consensus on how to handle it.
